Acquisition Of Leased Accommodation to Relieve Overcrowding Within Barking And Dagenham Borough Operational Command Unit (BOCU)

Summary
This report proposes to address the accommodation need of Barking and Dagenham BOCU through the leasing of office space at Barking.
A. Recommendation
Members are asked to:
1. approve the acquisition by the Metropolitan Police Authority (MPA) of leased office accommodation detailed in the linked exempt report, to relieve overcrowding and accommodate expansion within Barking and Dagenham BOCU.
2. to approve estimated expenditure for contract works and professional fees in connection with the fit out works of these premises.
3. subject to the acquisition of the proposed leased accommodation, to support the disposal of a property surplus to requirement.
4 amend the capital programme in 2004/05 and 2005/06 as detailed in the linked exempt report.
B. Supporting information
1. Barking and Dagenham remains one of the worst accommodated Boroughs in the Metropolitan Police District with just two principal Police Stations at Dagenham and Barking. This is set against a backdrop of the fastest growing and demographically changing Borough in the MPS.
2. Existing accommodation within the Borough cannot meet present demand and additional expansion space is urgently required. Further details are supplied in the linked exempt report.
3. Dagenham Police Station refurbishment is nearing completion but no additional accommodation over and above existing will be released. Barking Police Station, whilst well sited, is severely overcrowded and outdated for modern policing needs. A longer-term solution has to be found for this site.
4. To meet the growth in borough numbers and to release other property specified in the exempt report, a suitable building has been found. This acquisition is seen as a short to medium term solution for the Borough. It is considered that the long-term solution may be provided through the regeneration of the Thames Gateway.
C. Race and Equality impact
There are no direct equality or diversity implications arising from the issues in the report. The acquisition of the proposed premises will however have a positive impact on Disability Discrimination Act compliance for the borough where only the ground floor at Dagenham is presently compliant.
