Summary

At its meeting on 21 December 2000 the Human Resources Committee (HRC) noted the paper on potential non-contractual benefits for MPA support staff. It was agreed that substantive proposals would be considered by the HRC in 2001.

A. Recommendation

That Members agree the proposals outlined at Appendix 1 be adopted for MPA support staff.

B. Supporting information

1. In developing terms and conditions for MPA support staff, members requested that information be obtained on the terms and conditions enjoyed by MPS civil staff, local government staff and GLA staff. The GLA have not, so far, developed any firm proposals for the terms and conditions of their staff and consequently comparisons are predominantly with MPS and local government staff.

2. The pay of the Clerk and the Treasurer will be reviewed by the Chair of the Authority in consultation with the Remuneration Sub-Committee. Pay increases will be dependent upon performance and annual performance appraisals.

3. There are a number of non-contractual benefits which fall within the ambit of good management practice, but which do not need to be built into a formal statement of entitlements. These include:

  • fair and open recruitment and HR policies;
  • special leave for specific purposes such as compassionate leave, force majeure, etc;
  • secondments;
  • access to sports and social functions and facilities within the MPS;
  • pleasant, safe working environment;
  • access to OH services such as welfare counselling, fitness tests and some medical care depending upon the nature and demand for such services by operational police officers.

4. Proposals on the terms and conditions of MPA support staff are attached at Appendix 1.

5. There is a need to harmonise the terms and conditions of MPA support staff with those staff in the Internal Audit Directorate. Internal Audit staff who transferred to the MPA under the direction and control of the Treasurer on 3 July 2000 had their MPS terms and conditions protected by TUPE. Further work is necessary to address the implications for existing and new Internal Audit staff of adopting the proposals in Appendix 1.
