MPA welcomes high score for MPS Professional Standards Assessment by HM Inspectorate of Constabulary

01/06
16 January 2006

“The Metropolitan Police Authority (MPA) welcomes the high score achieved by the Metropolitan Police Service (MPS) following the assessment of Professional Standards by Her Majesty’s Inspectorate of Constabulary (HMIC). However, we believe there is still much work to do and there is no room for complacency” said Reshard Auladin, Deputy Chair of the MPA, following the publication of the HMIC Inspection of Professional Standards.

Reshard continued:

“We are determined to progress professional standards in the MPS and have worked hard to bring about improvements, for example by setting up the Morris Inquiry.

“Morris showed us that there is still much to be done to reform the police discipline system in order to help build confidence across all sections of MPS staff as well as London’s diverse communities.

“High professional standards are essential to maintaining police integrity. There are still issues of racial disproportionality which must be addressed and the MPA is determined to work with the MPS to ensure causes are identified and lasting reforms produced.

“Our job is to secure continuous improvement in the way policing is provided in London. By ensuring the MPS maintains high professional standards we hope to increase community confidence and trust in London’s police.”

Notes to editors

1.The Baseline Assessment reports on professional standards, published on 16 January 2006, represent the final element in HMIC’s 2004/05 annual Baseline Assessment of police forces in England and Wales. This process assesses comparative performance across a range of core policing activities, grading achievement in each activity in one of four bands, namely: Excellent, Good, Fair and Poor.

2. The remaining elements of Baseline Assessment were published in October 2005, in conjunction with Policing Performance Assessment Framework (PPAF) results. Full details appear in the joint Police Performance Assessments Report 2004/05. The assessment and grading of professional standards was un-coupled from the main process:

  • to allow completion of the pre-planned programme of full inspections; and
  • to reflect significant differences between professional standards and other assessments.

3. Assessment format

Each force assessment provides a contextual background and then lists ‘strengths’ and ‘areas for improvement’. Unusually for Baseline Assessments, these reports also make firm recommendations for action, where appropriate to do so.

4. Full details of Baseline Assessment, with Policing Performance Assessment Framework (PPAF), published in October 2005 can be found in the joint Police Performance Assessments Reports 2004/5

5.Full details of the Morris Inquiry, the independent inquiry into professional standards and employment matters in the Metropolitan Police Service are available on:
