‘Policing with Authority’ conference
Working with the communities of London and their policing services
The Metropolitan Police Authority (MPA) will be hosting its annual community engagement conference on the 27 June 2009.
Policing with Authority: working with the communities of London and their policing services, is the fourth annual conference organised by the MPA. It will bring together 200 delegates representing community groups and volunteers who work with the MPA and the Metropolitan Police Service (MPS) across London.
The conference will provide delegates with the opportunity to hear about new and developing work to engage and consult with London’s communities about their policing services. The core work of the MPA in holding the MPS to account, and the dissemination of good practice across London’s boroughs, are other key themes of the day.
The conference delegates will be able to participate in one of a number of workshops aiming to encourage discussion and networking between partners, stakeholders and the many volunteers who participate in police community relations. All delegates will have ample opportunity to put questions directly to participants and speakers, including MPA Vice Chair and Deputy Mayor for Policing Kit Malthouse.

Workshop 1 - ICV
- To introduce the idea of Independent Custody Visiting to persons with little or no appreciation of the role
- To give information about the London ICV scheme and talk about some of the achievements
- To talk about future developments in the London ICV scheme
Workshop 2 - Domestic Violence and Forced Marriages
- Information sharing
The work of the MPA Domestic and Sexual Violence Board and the Forced Marriage Unit - A discussion on how to better use local knowledge and systems like CPEGs to engage with local communities on these issues.
Workshop 3 - Internal Audit, Inspection & Review Activity
- Inspection & Review activity of the Metropolitan Police Service
- How we hold the MPS to account
- Role of HMIC & IPCC
- Role and responsibility of inspection & review functions
- Accountability structure
Workshop 4 - LCP2 -London Community Policing Partnership
Best practice for CPEGs
Participants will be invited to:
- tell stories of memorable encounters (good or bad) they have had with any service provider (not just the police)
- draw lessons from these experiences for community police engagement
- comment on the Best Practice examples on the LCP2 website
- identify aspects of best practice not yet covered on website
Workshop 5 - Hate Crime Forum
- Definition of Hate Crime
- The Change of the Race Hate Crime Forum to a generic Hate Crime Forum
- The previous work undertaken by the RHCF
- Aims and Objectives of the HCF
Then it will be opened up to explore:
- The role that those in the audience can play in to ensuring hate crime remains on their local agenda
- What community based issues they have concerns about
- What good practice examples they have to share in terms of positive policing response to hate crime
- What issues they feel the MPA should be informed about.
Workshop 6 - Review and Revision of the joint MPA/MPS Community Engagement Strategy 2006 - 2009
Review of the MPA/MPS Community Engagement Strategy 2006 – 2009
Aim: To provide an opportunity for delegates to inform the development of the revised MPA/MPS Community Engagement Strategy 2009 – 2012
- Clarify the role of the MPA in regards to community engagement;
- Provide an overview of the current MPA/MPS strategy;
- Remind delegates that document belongs to both the MPA and MPS and therefore the revision of the strategy will be undertaken with the MPS.
Key questions to be put to delegates by MPA officers:
- How should the new strategy differ from the old?
- What information must be included in the revised strategy?
- How should CPEGs be included in the consultation?
- What wider consultation should the MPA undertake?
