Minutes of the Chair's Co-ordination and Urgency Committee meeting of the Metropolitan Police Authority held in AG23, Romney House, Westminster on Friday 26 October 2000.

Resolved:
that the minutes of the meeting held on 28 September 2000 be agreed and signed as a correct record.

Arising:
24. HMIC Reports and Inspections

Noted that the briefing session had yet to be arranged.

23. Appointment to outside bodies

(Agenda item 3)

The Committee received a report which had been produced to follow up on the issues raised and suggestions made by members at the full Authority meeting on 12 October when the matter had been initially considered.

During discussion members requested more information on the total number of MPS Projects and Committees etc listed in appendix 1 as it was felt that the list was not definitive. For example, the Stephen Lawrence Board was not included.

The MPS was also asked to supply details of non – territorial OCU's. The following comments were also made on appendix 1:

Information Strategy 2000 Project Board – to be delegated to the IT Sub-group of the Finance, Planning and Best Value Committee

The following comments were made on Appendix 3:

Black Police Association
delete as it is a duplication for its more correct inclusion in Appendix 2

SOLACE
more investigation needed to establish its relevance

National Neighbourhood Watch Association
officers to establish whether there is a London branch

Community and Race Relations Training Advisory Committee
agreed that Cindy Butts would represent the MPA

Forensic Science Society
no specific MPA contact but might be picked up by a members linked to the relevant non-territorial OCU

The Committee identified the following additional bodies/organisations to be considered for inclusion in Appendix 3. Officers were asked to report back on suggested ways in which the MPA could establish a working relationship.

It was agreed that as a rule each outside body be "assigned" to only one MPA Committee and that where the Authority appointed members to bodies this be limited to one member per organisation

Resolved:
the matter be deferred for clarification to be obtained on the outstanding points noted above. A further report will be considered at the next meeting of the Committee and then at the full Authority.

Arising:
expenses for Independent Members.

Noted that it appeared that there were indications that the limit to the level of expenses that could be claimed in any one year was nearly being reached by some members.

The Clerk said he would undertake an exercise to establish the position.

24. Change of date of December meeting

(Agenda item 4)

It was noted that the date proposed in the report was not convenient for several members.

Resolved:
that if required, the December meeting of the Committee be held on Thursday 21 December 2000 at 4.00pm.

25. Exclusion of the press and public

(Agenda item 5)

Resolved:
that the press and public be excluded from the meeting during agenda item 6 as it disclosed, or was likely to disclose, exempt information as described in Schedule 12a (9) of the Local Government Act 1972 (as amended).
