Summary

This report describes the formal tendering exercise for the provision of consultancy services to manage the delivery of the annual major maintenance works programme and makes a recommendation for the award of the contract.

A. Recommendation

  1. Members are asked to approve the award of the contract as detailed in the linked exempt report for a period of three years commencing 1 January 2004.

B. Supporting information

1. As part of the replacement of the Carillion contract (which ceases on 31 December 2003) the MPA Finance Committee on 10 April 2003 endorsed proposals to appoint an alternative consultant to manage the delivery of the major maintenance works programmes for the intervening years until new consultants are appointed under the overall retender process for the Property Services Outsource provision.

2. The works encompass the pre-tender preparation of plans and specifications with submission for planning, building regulation and party wall approvals as necessary. The invitation to tender, tender evaluation, site supervision and contract management of the successful contractors, including interim and final valuations and issue of certificates also forms part of the works.

3. Twelve responses to an OJEC Notice were received on 2 July 2003. These responses were scored on the quality of their technical responses to the prequalification questionnaire. The six highest scoring respondees were invited to tender on 22 August 2003 with a return date of 15 September 2003.

4. Three companies submitted tenders that were assessed on price and quality resulting in the recommendation to appoint the company in the linked exempt appendix.

C. Equality and diversity implications

The employment practices of the company recommended comply fully with MPA requirements with respect to equality and diversity.

D. Financial implications

The fees to be charged are competitive with present market rates and with those presently paid to Carillion.
