Summary

This report describes the formal tendering exercise for the appointment of a consultancy organisation to manage the delivery of services provided by Interserve fm and seeks approval to award the contract.

A. Recommendation

  1. Members are asked to approve the award of the contract as detailed in the linked exempt report for a period of two years commencing on 1 January 2004 (with run off into 2006).

B. Supporting information

1. As part of the replacement of the Carillion contract (which ceases on 31 December 2003) the MPA Finance Committee on 10 April 2003 endorsed proposals to appoint an alternative consultant to manage the delivery of services provided by Interserve fm for the period 01.01.04 to 31.12.05, whilst the Property Services Outsourced Contract Strategy was reviewed and new arrangements put in place.

2. The works encompass the overall management of the services provided by Interserve fm not only contract compliance but also monitoring of the adherence to work programmes, auditing and testing the quality of work, valuing and certifying the monthly invoice for payment. This will include the measurement of key performance indicators and recommendations for deductions where and when appropriate. In addition the monitoring of the performance of the Interserve Help Desk and their responsiveness to carry out repairs; with delegated contractual authority to initiate (within preset financial limits) more substantial repairs as they arise within year by calling upon the services of the Measured Term Contractors. In such instances the requirement is to specify the works, manage and supervise on site, including interim and final measurement and valuation with issue of appropriate certification.

3. Seven responses to an OJEC Notice were received on 2 July 2003. These responses were scored on the quality of their technical responses to the prequalification questionnaire. The 6 highest scoring respondees were invited to tender on 22 August 2003 with a return date of 2 October 2003. 5 companies submitted tenders which were assessed on price and quality resulting in the recommendation to appoint the company in the linked exempt report.

C. Equality and diversity implications

1. The employment practices of the company recommended comply fully with MPA requirements with respect to equality and diversity.

D. Financial implications

1. The fees to be charged are competitive with present market rates and with those presently paid to Carillion.
