Estate Panel – 20 May 2010

2. Amongst the matters discussed was the issue of the implications for the estate of increasing the number of Special Constables. The next meeting of the Panel is on 17 June immediately following the Finance and Resources Committee and the Panel will be considering the estate strategy prior to its submission at the July meeting of the Finance and Resources Committee. Arrangements are being made for a number of whole day borough visits.

Treasury Management Financial Review 2009/10

3. This report presented the Annual Review of Treasury Management for the 12 month period ended 31 March 2010 and includes an update for Quarter 4 2009/10. Members commented that it would be useful if further information concerning the anticipated cost of the jointly funded creditor action for the return of Icelandic deposits could be made available and information on costs to date will be included in the quarterly monitoring update. The Sub-Committee supported the recommendations.

Independent review of MPS IS/IT strategies and strategic plan

4. Last year the Sub-committee commissioned an independent review of the MPS IS/IT strategy to ascertain among other issues that (a) the MPS existing IS/IT strategies were fit for purpose (b) to assess current investment proposals, and (c) to comment on the monitoring of benefits realisation.

5. The findings of the independent review, which was carried out by the National Policing Improvement Agency, were reported to the Sub-committee. In broad terms the report commends the Directorate of Information for the way it has approached the implementation of the IS/IT strategy, recognising the complexity and size of the MPS in initiating a seven year strategic plan against a background of increasing economic and complex policing challenges. The review makes a total of 10 recommendations. Members welcomed the report and made a number of comments about the implementation of the recommendations. The conclusions will be incorporated into an action plan which the Sub-committee is due to receive at its next meeting.

Update on the implementation of early payment initiatives to SMEs

6. The Sub-committee received its regular quarterly update on the status of the previously approved actions in support of the Mayor’s Early Payment to Small and Medium Enterprises (SMEs) Initiative and the current payment profile for such suppliers. Members noted that performance had returned to the anticipated level in February and March following the effects of Christmas, New Year and the prolonged adverse weather conditions which had lead to a drop in performance for December and January. It was noted that changes were due to be made to the payment systems which will improve performance further.

Responsible Procurement update and revised targets

7. A report was submitted which informed members of progress. Members noted the proposals for revised targets and asked for more work to be done on the targets to make them more challenging. At the meeting it was announced that the MPS had received a Gold Award for its work under the Mayor’s London Green Procurement Code.
