Summary

This report provides an overview of the Command and Control Futures Programme, which is the subject of a full report to be considered in the exempt section of the meeting.

B. Supporting information

1. Command and Control is central to the operation of the MPS and is critical to the successful policing of London.

2. The Command and Control processes include the answering of 999 and non emergency calls, the recording and collection of data and the control and dispatching of the relevant resources to incidents.

3. This is mainly controlled through Central Communication Command (CCC) in TP although it is also used across a wide range of other Operational Command Units.

4. The IT systems which support this mission critical activity are complex and shown in the high level system diagram in Appendix 1. These systems are based around Computer Aided Dispatch (CAD) which was originally developed by the MPS in 1984. The CAD system technology is very old, which means that the system is difficult to change and keep up to date. It is also becoming increasingly difficult to operate and maintain.

5. In 1999 the maintenance of the system was outsourced to Unisys and the current contract with Unisys terminates in October 2015.

6. The C&C Futures Programme has been established to ensure that the current systems are replaced with a modern flexible system, which will enable CCC and other Command and Control teams to continue to operate effectively and efficiently beyond 2015.

7. The programme is working closely with TP Development (and other Business Group change programmes) to ensure that the system selected is capable of meeting the future demands of the organisation.

8. The MPS system is one of the largest and most complex time critical police Command and Control systems globally. Therefore significant market testing activity has already been undertaken within the C&C Futures programme with System providers, Systems Integrators and Police Forces internationally.

9. This market testing results have been used along with the lessons learnt from many other large scale procurements (MPS, other Police Forces (UK and International) and other major blue light providers) to select the proposed procurement route. This makes innovative use of OJEU procurements. It also allows commercial market input to assist the selection of the most cost effective solution.

10. The exempt paper requests the authority to approve the commencement of proposed procurement mechanism, whilst noting the assumptions used to establish the Programme and the Programme governance controls that have been put in place.
