Summary

At the last meeting of the Remuneration Sub Committee, it was agreed that in the terms and conditions of Association of Chief Police Officer (ACPO) ranks a statement would be included regarding copyright and rights of property. The views of the Metropolitan Police Service (MPS) and Chief Police Officers Staff Association (CPOSA) have been sought.

A. Recommendations

That the Remuneration Sub Committee:

  1. notes the contents of this report; and
  2. receives an oral update on the responses from the MPS and CPOSA.

B. Supporting information

1. At the last meeting of the Remuneration Sub-Committee, it was agreed that in the terms and conditions of Association of Chief Police Officer (ACPO) ranks a statement would be included regarding copyright and rights of property. This would be applied to all new ACPO appointments and offered to all existing ACPO ranks.

2. In the ‘offer’ letters to recently appointed Commanders, the following statement is made in the covering letter:

“The Authority is currently engaged in discussions regarding the inclusion of conditions relating to copyright and rights of property in the statement of particulars appointment. It is likely this will culminate in conditions regarding copyright and rights of property being applied to Commander and other ACPO appointments. I will keep you informed of developments.”

3. The views of the Metropolitan Police Service (MPS) and Chief Police Officers Staff Association (CPOSA) were sought on 9 December 2002 in the following terms:

“However, referring to paragraph 15 (copyright and rights of property) we propose to include in this statement conditions regarding copyright and rights of property. The intention is, however, to apply these conditions eventually to all ACPO ranks.”

At the time of writing this report, no response has been received from CPOSA. The MPS are content with the proposal. An oral update will be given at the meeting.
