Proposal to form a remuneration sub-committee

Summary

At an informal meeting of Human Resources Committee members on 18 January 2001 it was agreed to set up a remuneration sub-committee consisting of Rachel Whittaker, John Biggs and Anthony Arbour. The sub-committee will consider the reward packages offered to newly appointed ACPO ranks (up to and including Assistant Commissioner) and any proposals for pay increases, performance bonuses or other rewards for ACPO ranks and senior civil staff (Grade 4 equivalent and above).

A. Recommendations

That a Remuneration Sub-Committee be set up to assume responsibility for all of the issues covered at paragraphs 1-5 at Section B. The Remuneration Sub-Committee will report to the Human Resources Committee, which will nominate the members of the sub-committee .

That the members of the Remuneration Sub-Committee be Rachel Whittaker, Anthony Arbour and John Biggs.

B. Supporting information

The MPA has a statutory responsibility for the appointment of ACPO ranks up to and including Assistant Commissioner. This should include the length of any fixed term appointment (to be agreed with the Commissioner) and any additional benefits offered to successful candidates over and above those to which they are entitled by Police Regulations.

Although the MPA has no statutory responsibility for civil staff under the direction and control of the Commissioner, it will be fully involved in all Grade 3 equivalent appointments and above, i.e. approving the selection processes including terms and conditions, full participation in the short-listing process, board chair and membership (subject to the prior agreement of the Chair of the Police Authority and the Commissioner) and approval of the appointment. This process reflects that adopted by the MPC.

The MPA will be consulted on filling vacancies for Grade 4 equivalent appointments, i.e. the selection process to be adopted, proposed terms and conditions, the opportunity to participate in the selection process and the approval of the appointment. The MPA will also be notified of the arrangements for filling vacancies for Grade 5 equivalent appointments. This process reflects that adopted by the MPC.

The MPA will consider any new pay ranges for ACPO ranks up to and including Assistant Commissioner, including any consequential impact upon the Deputy Commissioner's pay differential. Any new pay ranges would then be put as the Commissioner's recommendation to the PNB Official Side Committee A for endorsement and subsequent negotiation with the Staff Side.

The MPA will agree any salary increases, performance bonuses etc proposed by the Commissioner for civil staff who are members of Management Board. This process reflects that adopted by the MPC.

C. Financial implications

These will be dependent upon any reward packages, salary increases etc offered to ACPO ranks, up to and including Assistant Commissioner, and senior civil staff.
