Summary

This report invites the Authority to make appointments to represent the MPA on outside bodies.

A. Recommendations

That the Authority decides on appointments to those outside bodies - see Appendix 1.

That votes at the Local Government Association General Assembly be exercised on a majority view basis amongst those Members attending a meeting, unless the Authority wishes to adopt another approach.

B. Supporting information

1. The Annual Meeting is an appropriate time for the MPA to review the appointments it makes to outside bodies, ie: where a Member (or in some cases an officer) has been appointed formally to represent the MPA on another body. These do not include, for example, those instances where a Member sits on a body as part of their link member role. This report does not take account of any representation on Metropolitan Police Service boards or panels – these are set up on an individual or ad hoc basis and it will be for MPA committees to appoint representatives as and when necessary.

2. As a general principle, when Members are appointed as representatives of the MPA it should be on the basis that they can contribute particular expertise, experience or interest. They should also commit to reporting back to other Members on relevant issues that have been discussed.

3. Appendix 1 details of the relevant outside bodies and, where applicable, the current appointments. The Authority is invited to make appointments on the basis of any expressions of interest made at the meeting.

4. As regards the Local Government Association General Assembly, the MPA is entitled to appoint up to four Members. Those Members can exercise a total of 17 votes on policing issues but one vote only on other issues. Given that appointees are meant to represent the Authority rather than, for instance, a political party, it may be felt that any votes should be exercised on a majority view basis of those Members attending, rather than being allocated on any proportional basis. The Authority is asked to confirm this or agree an alternative approach.
