Summary

Following initial consideration by members at the Co-ordination and Policing Committee at its meeting on 7 February 2003, this reports proposes the MPA calendar of meetings for its formal meetings for 2003/04.

A. Recommendation

That

  1. the calendar of meetings for 2003/04 up to April 2004 given at Appendix 1 to the report be approved;
  2. following confirmation of the election arrangements for GLA elections in 2004, a report be presented to a future meeting of the Authority with committee dates for May and June 2004.

B. Supporting information

1. Each year members are asked to approve the calendar of meetings of the Authority and its committees for the forthcoming year.

2. Members have previously agreed that Thursday afternoons should continue to be allocated for MPA meetings to minimise meeting clashes with the Greater London Authority (GLA) and other functional bodies. The draft calendar of dates of committee meetings for 2003/04, which is attached as Appendix 1, also tries to take account of members’ existing commitments and possible travelling difficulties on some of the proposed dates. Members have also previously agreed that where a Thursday was not available, meetings should, where possible, be programmed into the calendar for Mondays or Fridays.

3. The current arrangement for the Co-ordination and Policing Committee is for a formal meeting, followed by an informal lunchtime briefing, with the Committee meeting twice a month at the beginning and end of the month, where possible.

4. As part of an extensive consultation process, officers have discussed the proposed calendar with colleagues at the GLA, other functional bodies, the MPS, current chairs of committees and leading officers within the MPA, and have attempted to incorporate any views into the proposed calendar.

5. A draft copy of the calendar was presented to the Co-ordination and Poling Committee on 7 February 2003. Members requested that further consideration be given to the dates for the Finance Committee so that they take account of the timings of the production of budget monitoring information.

6. Following further consultation with the Treasurer, it has been agreed that a Finance Committee meeting should be included in July 2003, with the proposal that this be held on 10 July 2003 at 10.00 a.m. (Planning, Performance and Review Committee will held later that day at 2.00 p.m.) One further amendment to the proposed Finance Committee dates was to move the meeting proposed for 18 September 2003, to Monday, 22 September 2003 at 2.00 p.m.

7. Some members suggested that further consideration should be given to some MPA meetings being held during the evening, although it was noted that this had not been supported by members during the last member away day that considered the structure of MPA committee meetings.

8. There is an added complication in preparing the calendar because of uncertainty about the date of the GLA and local elections in 2004. The current date proposed for the elections is 6 May 2004, however, proposals have been put to the Home Office for the date of the election to be move to 10 June 2004 to run in conjunction with the European Parliamentary elections.

9. It was originally proposed that dates for this period should be included in the calendar and reviewed nearer the time. However, following further consideration and with particular concern that membership of the Authority may not be in place in time for meetings during May and/or June 2004, it is now proposed that a decision on dates of meetings for this period be deferred until the election date is known.
