This report gives details, for information, of action taken by the Clerk under delegated authority on the grounds of urgency.

B. Supporting information
1. Standing Order 11 provides for the Clerk to take decisions under delegated authority and in consultation with the Chair of the Authority where a decision is required urgently. Decisions taken in this way have to be reported to the next meeting of the Authority for information.
2. The following action has been taken since the last meeting of the Authority:
- Appointment of Diana Johnson to membership of Finance Committee and as link member for Havering and Barking & Dagenham (ref 04/03)
- Approval of the details of the Special Priority Payments Scheme 2003/04, following endorsement of the outline scheme at the Co-ordination & Policing Committee (ref 05/03).
