This report from the authority’s committees provides members with details of the key items considered at each of the committees and their sub-committees.

Joint Strategic and Operational Policing/ Finance and Resources Committee – 23 September 2010

The following Members were in attendance: Steve O’Connell (appointed as Chair of the meeting), Jennette Arnold, Reshard Auladin Faith Boardman, Chris Boothman, Toby Harris, Jenny Jones, Joanne McCartney, Valerie Shawcross and Graham Speed.

Quarterly monitoring report

This report provided an update in respect of the first quarter on the MPS’ operational performance, financial position and forecasted use of resources and management of risk . Members noted the report but did not support the other recommendations in the report as many of them related to items which had not received prior consideration by the MPA. It was therefore agreed that officers be requested to bring to the appropriate MPA Committees further detailed papers on those aspects of the report that require Authority decision or approval in a timely manner.

Finance and Resources Committee – 23 September 2010

Revenue and capital budget monitoring

As at period 4 (July) the revenue budget is forecast to overspend by £20.2m (0.6% of budget). The capital programme as at period 4 shows year to date total expenditure of £43.2m. This total represents 15.6% of the revised annual budget of £276.3m (excluding over-programming). The forecast for the year of £307.5m includes over programming of £29.1m above the forecast capital funding figure of £278.4m. However, the expectation is that expenditure will be kept within approved funding levels.

Efficiency Plan Quarterly monitoring Quarter 1 2010/11

An update was provided on the monitoring of the MPA/MPS 2008/09 – 2010/11 Efficiency Plan. Overall, the forecast indicates an over achievement against the 2010/11 HM Treasury cumulative efficiency target of 10.3% (year 3 of the 3 year plan) by £69.8m.

Police Property Act Fund

The annual accounts for 2009/10 were submitted together with the latest position in respect of grants awarded for 2010/11. Approval was given to a third consecutive year award received from Brent Borough.

Sponsorship received in 2009/10 - annual report

A report was submitted which provided information on the level of sponsorship income received by the MPS during the financial year 2009/10 as well as the current stewardship and financial reporting arrangements.

Transfer of front counter facilities – Kingston

Approval was given to the transfer of front counter services in Kingston Borough Operational Command Unit from Surbiton police station to the Safer Neighbourhoods base for Alexandra, Berrylands and Tolworth wards at Millbank House. The proposal has the support of the Estate Panel and the MPA link member.

MPS Information, Communication and Technology (ICT) strategy

The Committee received the refreshed MPS Information, Communication and Technology (ICT) strategy, replacing the previous strategy published in 2006. Implementation of the strategy will be monitored by the newly formed MPA IT Panel.

Procurement strategy for the delivery of construction projects and associated services (exempt)

The Committee agreed to enter into a new framework contract which will follow on from the expiry of the existing one in 2011.
