Summary

This report gives details, for information, of action taken under delegated authority on the grounds of urgency.

A. Recommendations

That Members receive the report.

B. Supporting information

1. Standing Order 6.1 provides for the Chief Executive or Treasurer to take decisions under delegated authority and in consultation with specified members where a decision is required urgently. Decisions taken in this way have to be reported to the next meeting of the Authority for information. This report must state which members were consulted. Under the urgency procedure, wherever possible the members of the relevant committee (or of the Authority if that would be the decision-making body) should be informed in advance of the proposal to take a decision. This action must also be reported as having been carried out.

2. The following action has been taken:

2011/07 - Public Attitude Survey tender requirement

2011/08 –Creative advertising services for recruitment tender action

In both cases the request was to approve the initiation of procurement action. The reason for urgency was considered and deemed appropriate as there are no further Committee meetings at which approvals required under the Routine Contracts Programme could be considered.

3. The action was undertaken by Chief Executive in consultation with the Vice Chairman of the Authority and the Chairman of the Finance and Resources Committee. Members of the Finance and Resources Committee were informed that the urgent action was being taken.

4. Copies of the urgent actions taken by the Chief Executive are available for inspection on request.
