Independent review of MPS IS/IT strategies and strategic plan

Summary

In response to a request by the Resources and Productivity Sub Committee an independent review has been undertaken of the MPS IS/IT strategies. The review has now been completed and a report detailing findings and recommendations has been produced for members consideration.

A. Recommendations

That:-

  1. Members receive the attached report in relation to the independent review of the MPS IS/IT strategies.
  2. The Treasurer in consultation with the Director of Information produce an action plan in response to the recommendations.
  3. The Treasurer submits the action plan to the next Resources and Productivity Sub Committee.

B. Supporting information

1. Last year the Resources and Productivity Sub Committee commissioned an independent review of the MPS IS/IT strategy to ascertain among other issues that (a) the MPS existing IS/IT strategies were fit for purpose (b) to assess current investment proposals, and (c) to comment on the monitoring of benefits realisation.

2. The review is now complete and a report outlining findings is attached at Appendix 1 for member’s consideration. In broad terms the report commends the DoI for the way it has approached the implementation of the IS/IT strategy, recognising the complexity and size of the MPS in initiating a seven year strategic plan against a background of increasing economic and complex policing challenges.

3. The review makes a total of 10 recommendations which range from clearly mapping out capital investments proposals to consideration of streamlining the approvals process for investment, with the key recommendation relating to the need to update the existing IS/IT strategy.

4. The intention now is that relevant officers from the MPA and MPS will produce an action plan in response to the various recommendations, which will be considered at July's committee meeting.
