Summary

This report proposes a process and timescale for appointment of Independent Members of the Standards Committee.

A. Recommendation

That

  1. The Committee approves the recruitment process outlined below; and
  2. The member interview panel should comprise the four MPA members of the Standards Committee.

B. Supporting information

1. By law at least a quarter of the membership of the Standards Committee must consist of people who are not members of the MPA. These are known as Independent Members of the Standards Committee.

2. The current Independent Members were appointed in 2002 and in line with Nolan principles the Authority should now look to carry out a recruitment process for the next four-year term.

3. It is proposed to carry out a joint exercise with the London Fire and Emergency Planning Authority (LFEPA), who are also required to have a standards committee. This will save costs through a shared advertisement. The intention is to use the same application form for both Authorities, but once applications have been received each Authority will carry out its own appointment process.

4. At present, subject to agreement with LFEPA, it is planned to advertise in late March with a closing date in mid-April. It is proposed that the officers then short list the applications for a member-level interview panel (of the four MPA members of the Standards Committee) in, say, mid-May. The interview panel members would be shown all the application forms received and would be able to question the composition of the shortlist. The appointments would be for a four-year term starting from the Authority’s Annual Meeting in June.

C. Race and equality impact

The recruitment process must reflect equalities good practice. It is also important that the successful candidates are able to demonstrate an understanding of the equalities issues concerned with member conduct.

D. Financial implications

An advertisement in the Evening Standard will cost £2,400 (£1,200 per Authority). This cost can be met from the recruitment budget.
