This report contains a summary of reports received by the Sub-committees of Strategic and Operational Policing Committee.

A. Recommendation

That members note the report.

B. Supporting information

1. At each meeting of the Strategic and Operational Policing Committee Authority members will now receive a report from its Sub-committees instead of the minutes. Part 1 minutes will be available on the website, and exempt part 2 minutes are available to members only on request.

2. This report covers the following meetings:

Counter-Terrorism and Protective Services Sub-Committee - 1 April 2009 (inquorate)

Intercept Modernisation Programme (exempt)

3. The AC, Serious Crime Directorate (SCD) introduced a report on the Intercept Modernisation Programme. The Home Office instigated the Interception Modernisation Programme in autumn 2006 to ensure that the law enforcement and intelligence agencies’ capability to utilise lawful intercept and communications data remained undiminished as the communications industry and communication media rapidly evolved. This capability was seen as critical to the effective discharge of policing and intelligence functions, to protect life and prevent and detect crime and to bring about the successful prosecution of offenders. The Interception Modernisation Programme was welcomed and supported by the MPS. The Sub-committee agreed to recommend the support of the Interception Modernisation Programme and that members should receive a briefing paper and a briefing on why evidential data important.

Financial management information (exempt)

4. Members considered a report containing financial information for SO for February 2009. The Lead Accountant, Specialist Operations, stated that problems with recruitment led to an underspend, however this underspend would not be returned to the Home Office. The Chair stated that whilst this was good news, he was disappointed that, despite repeated assurances to the contrary, recruitment targets had not been met. The AC, SO, stated there were challenges around recruitment, and it was hard to control when officers become available for transfer into SO.

Performance data (exempt)

5. The Sub-committee received performance data for Specialist Operations. It considered the targets outlined in turn.

ACPO TAM IS/IT (exempt)

6. A report was introduced by Director of Business Support, Finance Services setting out proposals for the future governance of the ACPO TAM (Terrorism and Allied Matters) Information Systems/Technology (IS/IT) Strategy including the potential delivery to TAM of IS/IT Services by the MPS. Members were informed that external solicitors were looking at the legal issues. The recommendations in the report were recommended for approval, and the Sub-committee requested that a further report should come back before being presented to the Finance and Resources Committee.

Dedicated security posts grant funding 2009-10 (exempt)

7. Members received a report by the Treasurer informing members that details of the 2009-10 dedicated security posts (DSP) funding (for VIPs, royalty and diplomatic posts) had been received from the Home Office. The Treasurer stated that the amount of the grant was disappointing. The Sub-committee noted that every year the grant did not meet the full cost of the service.

Professional Standards Cases Sub-committee - 9 March 2009

Police Pensions Regulations 1987- application for a certificate of forfeiture (exempt)

8. It was agreed to ask the Home Secretary to grant a certificate of forfeiture under the Police Pensions Regulations 1987 in respect of a former police constable.

9. The Sub-committee agreed to a permanent pension forfeiture of 40% be imposed upon former police constable.

Update on pension forfeiture cases and business interest appeals (exempt)

10. The Sub-committee received a report providing an update on a number of business interest appeals that had been remitted for reconsideration, pension forfeiture cases that had been appealed to the Crown Court and an application for forfeiture refused by the Home Secretary.

Update on ACPO conduct matters (exempt)

11. Members received an update on a number of ACPO conduct matters.

Consideration of a civil claim (exempt)

12. The Sub-committee considered and determined the action to be taken with regard to a civil claim against the MPS.

Olympics / Paralympics Sub-committee - 22 January 2009

Olympic and paralympic safety and security strategy (exempt)

14. Members received a report, appendix 1 of which detailed the 2012 Olympic and Paralympic Safety and Security Strategy, a Home Office document. Members were concerned about the potential impact on core policing and agreed to discuss this further once plans were better developed.

Oral presentation on progress on the costed security plan

15. This oral presentation was received.
