Summary

This report summaries the approach to the development of the Policing London Annual Report 2008/09 and provides a draft on behalf of the Commissioner for comment prior to submission to full Authority on 25 June 2009.

A. Recommendation

That members note the report and comment of the draft contents.

B. Supporting information

1. The Policing London Annual Report 2008/09 sets out the work that has been undertaken by the Metropolitan Police Service during the past financial year. The Report describes the Service’s achievements against the commitments described in the Policing London Business Plan 2008-11. The Metropolitan Police Authority has continued to scrutinise the work undertaken throughout the year and is currently preparing its part of the Annual Report which will provide a review of the Services overall performance. This paper reports on the MPS contribution to the Report.

Key issues of note

2. This year’s report has been designed to be shorter than previous versions with two pages being allocated to each Business Group, with the exception of Territorial Policing due to the number of measures that must be reported upon. Each of the Business Group pages consist of:

  • A short description of the Business Group (taken from the Policing London Business Plan 2009-12)
  • The Business Group activities that supported the corporate objectives during 2008-09 (taken from the 2008-11 Business Plan)
  • At least one case study - reflecting one (or more) of the Business Group activities shown.
  • Performance outcomes against measures set for 2008/09.

3. The draft Annual Report attached at Appendix 1 contains the out-turn data available to date. It should be noted that due to the sources and methods of collation some data will not be available until late June and early July. Where this is the case a rolling 12-month figure will be shown to enable publication on 30 June 2009 in line with legislative requirements. The out-turn data shown in this report should be treated as provisional and un-audited.

4. The final version of the joint Annual Report will be submitted to Management Board Senior Management Team on 17 June 2009 for approval before discussion at Full Authority on 25 June 2009. The Report will then be published via the internet by 30 June 2009 to meet statutory requirements.

C. Legal implications

1. The requirements to publish annual reports are set out in The Police Act 2006 (“The Act”), as amended. Section 22(1) of the Act requires the Commissioner to submit to the MPA, as soon as possible after the end of the financial year, a general report on the policing during that year of the area for the force that is maintained. Section 22(2) allows the Commissioner to publish the report in any manner as appears to him as appropriate.

2. The MPA is also under a duty to produce an annual report as soon as possible after the end of the financial year under section 9(1) of the Act. The report must also be published in such manner as appears to the Police Authority to be appropriate, and a copy must be sent to the Secretary of State under s9(3) and (4) of the Act. The annual report must include an assessment of the extent to which, during that year proposals have been implemented, and things have been done in accordance with the Policing Plan and three-year strategy plan.

3. In terms of publication of the annual report, legislation provides discretion in relation to the manner in which the report is to be published. Home Office guidance suggests the publication of a joint report is acceptable provided that the MPA (as Police Authority) ensures that they clearly identify within the document their comments on (i) the performance of the force, and (ii) the extent to which the policing plan, including the objectives and targets set, have been met.

D. Race and equality impact

The commitments described in the Policing London Business Plan 2008-11 reflect the Service’s commitment to equality and diversity issues. Where appropriate Equality Impact Assessments have been completed for activities in line with Service policy. The Annual Report will be made available in alternative formats and languages if required.

E. Financial implications

Resources required to support the corporate objectives and targets described in the Annual Report were reflected in the Policing London Business Plan 2008-11. Production of the Annual Report is contained within approved budgets.
