1. At each meeting of the Strategic and Operational Policing Committee Authority members will receive a report on its Sub-committees instead of the minutes. Part 1 minutes will be available on the website, and exempt part 2 minutes are available to members only, on request.

Olympics / Paralympics Sub-committee – 8 June 2009

Presentation by the Chair (exempt)

3. The Chair gave a PowerPoint presentation on ‘London 2012: Security of the Games’.

Opportunity costs in relation to policing the London 2012 Olympic and Paralympic Games – implications for the MPS (exempt)

4. The AC, CO, presented a report presenting details of anticipated opportunity costs in relation to policing the London 2012 Olympic and Paralympic Games together with the underpinning planning assumptions. Members made various recommendations in relation to the report that was be submitted to full Authority at the end of the month. The report was also considered by the Finance and Resources Committee.

Counter-Terrorism and Protective Services Sub-Committee - 28 May 2009

Minutes: Counter-Terrorism And Protective Services Sub-Committee (Part 1) – 1 April 2009

5. The Chair noted that since the last meeting AC Bob Quick, SO, had been replaced by AC John Yates. He requested that AC Quick’s contribution to the MPS and ACPO TAM to be formally noted.

SO1 (Protection) – oral update (exempt)

6. A presentation was provided on the work of SO1, Specialist Protection, which provided personal protection to various principals. Members were informed about the branch’s work, development and costs.

SO6 (Diplomatic Protection Group) – oral update (exempt)

7. Members received a presentation on SO6, Diplomatic Protection Group, the largest firearms command in the country. The difficulty of female recruitment was highlighted.

Performance update – PURSUE (exempt)

8. A report on Pursue was considered, which is one of the four strands of the MPS counter-terrorist strategy dealing with preventing terrorist attacks.

Specialist Operations financial management information year end 2008/09 (exempt)

9. The Sub-committee was asked to consider Specialist Operations financial management information for year end 2008/09.

Professional Standards Cases Sub-committee - 20 April 2009

Business interests appeal (exempt)

10. The appeal was dismissed.

Police Pensions Regulations 1987 – Applications for a Certificate of Forfeiture (exempt)

11. It was agreed to apply to the Home Secretary for a certificate of forfeiture under the Police Pensions Regulations 1987 in respect of an ex officer.

Update on ACPO conduct matters (exempt)

12. Members considered a report on the progress of an investigation in relation to an ex officer of ACPO rank and a report on conduct matters and suspension of an officer of ACPO rank.

Update on ACPO conduct matters (exempt)

13. Complaints had been made by a member of the public against an officer of ACPO rank and non ACPO officers. It was confirmed that the complaints against the non ACPO officers would be dealt with by the MPS’s Directorate of Professional Standards. The Sub-committee decided the complaint against the officer of ACPO rank should not be recorded.

14. The Sub-committee considered two further complaints made by members of the public against two other officers of ACPO rank. Members agreed the complaints should not be recorded.

15. Members considered a report on the progress of the investigation in relation to an ex officer of ACPO rank and a report on the conduct and suspension of an officer of ACPO rank.

Police Reform Act 2002 - Update on ACPO Conduct Matters (exempt)

16. Members considered a report on conduct matters and suspension of an officer of ACPO rank.

Civil Action - Proposed Settlement (exempt)

17. Out of court settlement of up to £70k was approved.

18. Copies of non exempt reports and minutes from the Authority and its committees can be viewed on the MPA website, or obtained from MPA Committee Services team.
