Summary

This report contains a summary of reports received by the sub committees of the Strategic and Operational Policing Committee.

A. Recommendation

1. Members receive this report.

B. Supporting information

1. At each meeting of the Strategic and Operational Policing Committee Members will receive a report on its sub committees instead of the minutes. Part 1 minutes will be available on the website, and exempt part 2 minutes are available to Members only, upon request.

2. This report covers the following meetings:

  • Olympic and Paralympic Sub-Committee on 10 June 2010 (paragraph 3).
  • Professional Standards Cases Sub-Committee on 28 June 2010 (paragraph 4).
  • Counter-Terrorism and Protective Services Sub-Committee on 29 July 2010 (paragraph 5).

Olympic and Paralympic Sub-committee on 10 June 2010

3. Members present: Dee Doocey (Chair), Chris Boothman, Toby Harris, Victoria Borwick, and Richard Tracey.

Business case: Community Relations

The Sub Committee was briefed on the proposed Community Relations business case which seeks funding to establish a national Community Relationships Project Team (CRP) within the MPS to build confidence among and harness the community understanding and co-operation in the planning and delivery of a safe and secure Games.

The Sub Committee agreed the recommendation of the business case subject to the Chair’s approval of an addendum paper addressing issues raised at the meeting. The Chair has now done so.

Professional Standards Cases Sub-Committee on 28 June 2010

4. Members present: Tony Arbour, Reshard Auladin, James Cleverly, Chris Boothman, Valerie Brasse and Joanne McCartney.

Role of the Independent Police Complaints Commission (IPCC)

The Chair introduced the item and mentioned that he would like for the IPCC to attend in the new professional standards committee structure. The Chair then introduced Deborah Glass to the Sub Committee. Deborah Glass presented as she did to SOPC. It was agreed that the IPCC be invited to attend meetings of the Sub Committee on a quarterly basis.

Dip sampling

The Sub Committee were advised that the dip sampling of closed complaints by the Directorate of Professional Standards (DPS) would be carried out by members of the MPA’s Professional Standards Unit. The 10 to 12 files to be dip sampled were to be selected at random and brought to the MPA for inspection. It was agreed that the DPS should be invited to report to this Sub Committee on their own quality assurance processes.

Counter-Terrorism and Protective Services on 29 July 2010

5. Members present: Toby Harris, Reshard Auladin, and James Cleverly.

Sub Committee appointments

Toby Harris was nominated as Chair of the Counter-Terrorism and Protective Services Sub Committee by Reshard Auladin and seconded by James Cleverly for the period July 2010 to June 2011.

Reshard Auladin was nominated as Vice Chair of the Counter Terrorism and Protective Services Sub Committee by James Cleverly and seconded by Toby Harris for the period July 2010 to June 2011.

Performance update: Prevent

Members discussed a paper which provided an overview of achievements against a range of performance measures relevant to MPS Counter-Terrorism Strategy. It also provides a specific and detailed update in relation to developments/progress around the Prevent stand.

The Sub Committee noted the report and approved the new format.

Specialist Crime Directorate – performance report

Members received the second report updating the Sub-Committee on Specialist Crime’s covert policing responsibilities. The report gives an overview on Specialist Crime’s indicators.

OCU update – Criminal Justice Protective Unit and the Assisting Offenders Debrief Unit

Members heard an oral report detailing the progress of the abovementioned units.

Specialist Operations – financial management information

Members received this report which provided an overview of Special Operations and MPS Counter Terrorism (CT) grant budgets, spends, and forecasts.
