A. Recommendation

That Members receive this report.

B. Supporting information

1. At each meeting of the Strategic and Operational Policing Committee Members will receive a report on its sub committees instead of the minutes. Part 1 minutes will be available on the website, and exempt part 2 minutes are available to Members only, upon request.

2. This report covers the following meetings:

  • Counter Terrorism and Protective Services Sub-committee on 19 May 2011 (paragraph 3) and 28 July 2011 (paragraph 4).
  • Professional Standards Cases Sub-committee on 16 May 2011 (paragraph 5), 18 July 2011 (paragraph 6) and 20 July 2011 (paragraph 7).
  • Olympic and Paralympic Sub-committee on 21 July 2011 (paragraph 8).

3. Counter Terrorism and Protective Services Sub-committee on 19 May 2011

Members present: Toby Harris (Chair), Reshard Auladin (Vice Chair), Neil Johnson and James Cleverly.

SO15 Intelligence review

Member’s considered the activities undertaken by the Counter Terrorism Command to implement a new intelligence structure in support of the CONTEST strategy. They asked a number of questions around the review and the next steps in ensuring the effectiveness of the Command.

Provision of Lead Force Arrangements for ACPO Counter-Terrorism coordination centre and Counter-Terrorism Internet Referral Unit

Members agreed for the redistribution of two units from their current position within the structures of ACPO, to sit within the governance and accountability framework of the MPS and MPA.

Provision of Forensic Science Services

Following the Home Secretary’s decision to close FSS Ltd by April 2012 this report set out the action taken to date to safeguard the provision of forensic services to the MPS. Members approved the proposed procurement exercise.

4. Counter Terrorism and Protective Services Sub-committee on 28 July 2011

Members present: Toby Harris (Chair), Reshard Auladin (Vice Chair), and James Cleverly.

Specialist Crime Directorate: Quarterly Performance report

Members considered a report which gave an overview of the performance of the Specialist Crime Directorate against a number of indicators relating to protective services. Members noted good overall performance and discussed a number of areas of underperformance. The MPS responded to questions regarding the impact of the Osman v UK ruling.

5. Professional Standards Cases Sub-committee on 16 May 2011

Members present: Reshard Auladin (Chair), James Cleverly, Valerie Brasse, Chris Boothman, Tony Arbour and Joanne McCartney.

Police pensions regulations 1987 – application for forfeiture

Members resolved that a former officer’s pension should be forfeit in part.

Members agreed that an application to the Home Secretary for a certificate of forfeiture was warranted.

Members considered allegations concerning an ACPO officer and made a determination following discussion.

6. Professional Standards Cases Sub-committee on 18 July 2011

Members present: Reshard Auladin (Chair), James Cleverly, Chris Boothman, Tony Arbour and Joanne McCartney.

The Sub-committee resolved to defer items 5, 6, 7, 8, 12, 13 and 16. Items 15 and 17 were delegated to Chief Executive and the Chair. Item 18 was considered.

Police Reform Act 2002 – Allegations against an ACPO Rank Officer

Joanne McCartney and Chris Boothman excluded themselves from consideration of this item and left the room prior to its being discussed. Members considered allegations concerning two ACPO officers and two former ACPO officers.

7. Special meeting of the Professional Standards Cases Sub-committee on 20 July 2011

Members present: Reshard Auladin (Chair), James Cleverly and Tony Arbour.

The Chair noted that this meeting had been called to consider an urgent item relating to an individual officer. Apologies were received from Valerie Brasse. Chris Boothman and Joanne McCartney due to previously declared potential conflicts.

The Sub Committee received an update in relation to ACPO conduct matters.

8. Olympic and Paralympic Sub-committee on 21 July 2011

Members present: Dee Doocey (chair), Jennette Arnold, Chris Boothman, Victoria Borwick, Toby Harris and Kirsten Hearn

British Transport Police presentation on Olympics Transport Security

A presentation on British Transport Police Olympic security planning was received.

Business case: testing and exercise

Members discussed a business case outlining testing and exercise operations relating to Olympic security.
