Summary

This report is presented to update members on the progress that the MPS has made in implementing the community safety and race relations recommendations in the HMIC report 'Policing London – Winning Consent'

A. Supporting information

Background

Members will be aware that the MPS has made good progress in implementing the Community Safety and Race Relations recommendations of the HMIC report 'Policing London – Winning Consent'. An overview of this was presented in the comprehensive report submitted by Alan Johnson for the Committee's information at the meeting on 28 July 2000.

The report raised a number of issues which the CDO Committee, as the Committee with responsibility 'to lead on all issues relating to equal opportunities and diversity and to co-ordinate (the work of) other committees in this area' will need to address, it is planned that these will be addressed at the Diversity workshop on 27 September.

MPA officers are in the process of developing performance indicators and a tracking proforma, for members approval that could be used to satisfy its requirements for monitoring the MPS progress in implementing 'Winning Consent'.

Links with other MPA committees

The Chair's Co-Ordination and Urgency Committee held on 31 August, considered the issue of HMIC recommendations it was proposed that this matter should be in future co-ordinated by the Chair's Co-ordination and Urgency Committee. The details and exact role of this Committee are still yet to be agreed.

MPS progress

The MPS's current progress in implementing will be tabled at the meeting. Following the re-review by the Inspectorate in July 2000, a further progress report is being developed. This will not be completed at the end of September 2000.

B. Recommendations

  1. To note the progress which the MPS has made in implementing the Community Safety and Race Relations recommendations in 'Winning Consent' and the proposed MPA role in monitoring the MPS in implementing these recommendations.
  2. To note that the Chair's Co-Ordination and Urgency Committee will co-ordinate HMIC recommendations and that the duties and role of this committee will be reported in due course.

C. Financial implications

There are no direct implications associated with this report but members may wish to give consideration to the recommendation made in a previous report to consider appointing an Equal Opportunities/Diversity adviser to give specific guidance and focus to its work on Equalities.

D. Review arrangements

The arrangements suggested will be fully considered at the Diversity Workshop on 27 September.
