Summary

This paper outlines the action that has been undertaken within the MPS since Her Majesty's Inspectorate of Constabulary (HMIC) published the reports Winning Consent on 10 January 2000 and Winning the Race: Embracing Diversity on 18 January 2001. For completeness, the recommendations from Winning the Race: Policing Plural Communities (1997) and Winning the Race: Revisited (1998) are also included. The paper asks the Committee to note the progress that has been made on the implementation of the recommendations.

Background

1. Discussions between the MPA and the MPS Inspection Liaison and Analysis Unit (ILAU) recommended the implementation of a joint system for monitoring and reviewing the MPS responses to HMIC recommendations. This included the development of a proforma, which will be used by all MPA committees in the development of performance/monitoring indicators.

MPS response

2. A comprehensive and up to date progress report covering all 64 recommendations from the four HMIC reports - Winning the Race: Policing Plural Communities, Winning the Race: Revisited, Winning the Race; Embracing Diversity and Winning Consent: Part I - was prepared for the December meeting of the Consultation, Diversity and Outreach Performance Sub-Group. These responses have now been incorporated into copies of the monitoring and review proforma, which are attached at Appendix 1 and 2 (see Supporting material).

Review arrangements

3. Progress on all actions will be monitored and reviewed by both the MPS Performance and Review Committee and the MPA, through the MPS ILAU.
