Summary

This report outlines the outcomes of the GLA group 'Listening to London' best value review. Each of the functional bodies is asked to sign off the various products from the review. The report proposes the process the MPA will use to consider these products.

A. Recommendation

  1. To note the reports from the Listening to London review.
  2. To agree the further consultation proposed for commenting upon the 'Listening to London' review.

B. Supporting information

1. The MPA has participated in a best value review of consultation being carried out with other members of the GLA group. The review was called 'Listening to London'. As the MPA had completed its own best value review on this subject, the MPA was not required to repeat aspects it had previously reviewed, but participated to identify and develop collaborative arrangements with other parts of the GLA.

2. The Listening to London Project Board considered the products arising from the review in March. It accepted the evaluation and final reports, a consultation framework report and good practice guidance. The Board asked that these documents go forward to the decision making process in each functional body.

3. The Board wasn't satisfied with the challenge element of the review and requested that further challenge, involving the public, London boroughs and stakeholders take place before final sign off is sought from each organisation in July. The process of challenge is being developed. The Board will meet again in July to sign off the final review outcomes.

4. This timetable aims to have the final set of documents ready for circulation by 28 June.

5. The evaluation report is attached as appendix 1, the final report as appendix 2 and the consultation framework as appendix 3 (see Supporting material for the appendices).

6. To enable detailed consideration of the review by officers and members, it is proposed that the reports are submitted to the new Consultation Board for consideration and that relevant officers in the MPA and MPS are also given the opportunity to comment. The CDO Unit will collate the comments and provide feedback to the review team. CDO Committee will be asked to sign off the final reports.

7. Members are asked to comment on any of the matters arising from the review, shown in the reports in the appendices.
