Summary
The amalgamation of Plumstead and Greenwich Divisions under the change to borough policing requires Plumstead to become the primary custody and charging centre for the Borough including the transfer of custody facilities from Greenwich. Reorganising the existing custody suite at Plumstead and construction of a new extension is required to provide the facilities identified as necessary by the Borough Operational Command Unit. This report seeks approval to develop the scheme to tender stage.
A. Recommendation
Members are asked to approve the development of a scheme to tender stage for the centralising of custody and charging into a single location at Plumstead police station.
B. Supporting information
1. This paper presents the business case and investment appraisal for the extension and refurbishment of the custody suite at Plumstead, which represents the best value option for satisfying the requirements of the borough strategy for centralising charging and custody facilities at a single site.
Background
2. The borough strategy to reorganise operational and support services in the Borough of Greenwich comprises three main strands, one of which is the proposal for Plumstead. The others are for Eltham Police Station to become the Borough HQ, with appropriate support functions co-located, and for Greenwich Police Station to become a dedicated support building, with the custody facilities transferring to Plumstead except for special or public order events such as football matches. This also enables the co-location of the Crown Prosecution Service and Criminal Justice Unit at Greenwich to satisfy the Glidewell report recommendations.
Options
3. The investment appraisal demonstrates that only the option of extension and refurbishment at Plumstead is able to satisfy the requirements, and shows that this option represents a value for money solution.
Consultation
4. The proposals satisfy the accommodation requirements identified by the borough senior management and accord with their overall strategy for borough policing in Greenwich.
C. Financial implications
As only one option was identified as able to satisfy the brief, full Net Present Value (NPV) calculations have not been undertaken.
The capital cost of the proposal has been included in the approved Capital Programme 2001/02 with a planned expenditure of £220,000 this year.
The cost of £1,275,000 includes provision for DoI infrastructure and loose furniture and equipment. Professional fees are assessed at £188,000. All figures exclude VAT. Existing furniture and equipment, desktop computers etc. will be retained as far as practicable.
A small additional annual charge in the order of £20,000 may be incurred in respect of rates, heating, lighting, cleaning, maintenance, etc, as a result of the increase in the overall area of the building, and appropriate allowance will need to be made in the allocation of revenue funding.
