Summary

Members are asked to note that Catering Operations on North East Area (Part) was transferred to the in-house operation from 28th December 2001. Members are asked to consider post contract, financial actions in the linked exempt report.

A. Recommendations

  1. Members are asked to note that the operation of the previously out-sourced Catering Units was transferred in-house from 28th December 2001, pending a long-term best value review.
  2. Members are asked to approve the request for post contract, financial actions as specified in the linked exempt report.

B. Supporting information

1. A summary of the reasons behind the cessation of contract by Sodexho plc was reviewed in a report considered by the Finance Planning and Best Value (FPBV) Committee report at its meeting on 19th June 2001.

2. The previously outsourced units were brought back in-house from 28th December 2001, after approval for funding was given by the FPBV Committee on 19th July 2001.

  • 60 out of a total of 64 full and part time staff who previously worked for Sodexho were TUPE transferred. They have accepted MPS contracted terms and conditions. Note: The remaining four personnel did not wish to work for the MPS and accepted alternative employment.
  • The units have opened under the previously agreed branding image. After two months they will be reviewed to establish staffing and sales levels.

3. Advice was sought from counsel via Bircham Dyson Bell solicitors for post contractual, financial obligations relating to the Internal Audit Report. Appendix 1 attached to the Part 2, exempt report refers.

C. Financial implications

Financial recommendations obtained from counsel are contained in the separate ‘exempt report’ to be considered at this meeting.
