Summary
This report updates the Committee on use of MPA property and sites to house aerials and associated equipment for the Airwave project. In addition a policy in respect of general use (other than emergency services) of MPA sites for commercial aerial use is suggested.
A. Recommendation
- That the position in respect of the Airwave project aerials be noted.
- That a policy position be decided in respect of other third parties seeking use of the MPA estate for commercial aerial purposes.
B. Supporting information
The Airwave Project
1. Requests under the Airwave project requiring access to the MPA Estate will be facilitated wherever possible to the nominated operator for aerials and associated equipment.
2. The proposed terms of occupation will prohibit the operator from sharing the site for commercial operations. Use by other emergency services would be allowed.
General policy
3. The GLA, the Mayor and the MPA have previously discouraged the use of the estate of GLA “family” member organisations for commercial aerial locations.
4. O2 has responsibility for acquiring Airwave sites, however, the Airwave Project Team have assisted in negotiations with local authorities and local residents. MPA link members are briefed accordingly. The MPA hence requires access to third party sites to achieve comprehensive and essential coverage.
5. If wider commercial use of sites is not pursued a potentially major source of revenue income would be foregone.
C. Equality and diversity implications
There are no equality and diversity implications arising from the issues in this report.
D. Financial implications
1. For Airwave sites a payment will be due to the MPA and this is currently in negotiation.
2. It is estimated that potential income foregone from use by commercial operators would be approximately £0.75m per annum.
