Summary

To advise members of progress with marketing the site that comprises part of the rear garden to Sandgate House.

A. Recommendation

That the offer set out in the exempt report (agenda item 16) for the purchase of part of the rear garden be accepted.

B. Supporting information

1. Sandgate House is a block of 24 flats in Ealing W5 that was used as residential quarters. In 1999 the freehold title was transferred to Sandgate House Management Ltd. to facilitate the block’s break-up and sale of the individual flats. Since 1999 17 flats have been sold on long leases and 7 are retained for use as MPA residential quarters.

2. The freehold title is subject to a Trust in favour of the MPA which remains the beneficial owner. The freehold title is subject to the rights of leaseholders over the common parts (including the garden land to be sold).

3. In November 2001 Members of the Estates Sub-committee resolved that:

“Property Services Department, in partnership with the management company and the leaseholders, be authorised to negotiate the possible disposal of part of the grounds at Sandgate House and to report the outcome ….”

4. The site was marketed at the end of September, with best and final offer invited by 14 November 2002. Details of offers received are contained in the linked exempt report for consideration by members.
