Audit Commission review of crime recording in the MPS–MPA action plan

Summary

The Audit Commission has conducted a national review of crime recording, looking at the arrangements in place to secure data quality and compliance with the National Crime Recording Standards (NCRS) introduced in April 2002. The Audit Commission’s report for the MPS was completed in May 2003. It makes twenty recommendations, four of which have to be implemented by the MPA.

A. Recommendations

That the Committee

1. agrees with the recommendations made by the Audit-Commission to the MPA;
2. considers how the MPA will take forward these recommendations, to feed in the Audit Commission’s action plan; and
3. agree that the Committee should monitor the MPS progress against their recommendations at six monthly intervals.

B. Supporting information

1. The Audit Commission review was conducted with the involvement of the MPA. The draft report is attached as Appendix 1. It includes findings and recommendations for both the MPS and the MPA.

2. The findings regarding the role and impact of the MPA in supporting the implementation of NCRS in the MPS are summarized on page 30 and 31 of the attached report.

3. The recommendations made to the MPA are as follow:

• The Authority and the Service need to co-ordinate press briefings.
• The Authority needs to continue to keep Members informed on the impact of NCRS
• The Authority should consider identifying a champion for NCRS matters.
• The Authority should hold the Met accountable for the rollout of NCRS The Audit Commission classified these recommendations as medium priority, except the third one, which was classified as low.

4. The Audit Commission’s national report is due to be published later this summer. It will include an action plan for each force and their authority, which will set out agreed timescales and responsibilities for resolving the issues identified. To feed in this action plan, members are requested to decide arrangements, responsibilities, and timescales for ensuring that the four recommendations made to the MPA are taken forward.

5. The Audit Commission has made many recommendations for the MPS. Members are asked to decide how they want to monitor the MPS progress against these recommendations.

C. Equality and diversity implications

Implementing the recommendations made by the Audit Commission will benefit all victims of crime. More specifically, improvement is expected regarding the performance on closing racist incidents, which the Audit Commission has identified as an area for improvement.

D. Financial implications

The action plan is likely to have cost implications for the MPS. They are detailed in the MPS paper on the review findings, which is on the agenda.
