Summary
This report sets out the proposed timeline for the delivery of high level planning products for the planning process 2005/06.
A. Recommendations
That
- the proposed timeline for the delivery of the high level planning products during 2005/06 as shown in Appendix 1 be agreed;
- the proposed planning products to be delivered at the PPRC meetings for 2005/06 contained within Appendix 2 be agreed; and
- the proposed planning panel meeting dates contained within Appendix 3 be agreed.
B. Supporting information
1. Key activity will be undertaken at an earlier stage this year to engage stakeholders in the forthcoming planning process. This takes into account the learning from previous planning processes and the findings from the recent debrief of the 2004/05 planning process.
2. The first meeting of the Planning Process Board (PPB) for the 2005/06 planning process took place on the 3 May 2005. This meeting comprises of senior Metropolitan Police Service (MPS) personnel and features Metropolitan Police Authority (MPA) representation. The PPB is scheduled to meet on a monthly basis and will progress the planning products contained within Appendix 1.
3. In addition, Appendix 2 provides an overview of the proposed planning products, to be delivered at PPRC meetings during the forthcoming planning process. Appendix 3 provides proposed planning panel meeting dates to enable members to discuss emerging issues prior to a Full Authority meeting, and to progress key issues during some of the months that do not have a PPRC meeting. The final dates will be determined following confirmation of member’s availability.
4. It is proposed that a single document is produced containing the Corporate Strategy 2006/09 and the Annual Policing Plan 2006/07. In order to achieve this, it is proposed that the draft Corporate Strategy will be presented to the PPRC meeting in September 2005. Any refinements arising from the PPRC meeting will then be incorporated within the development of the Annual Policing Plan, which will take place between December 2005 and February 2006. Both products will then be delivered jointly to the Full Authority meeting in February 2006.
5. Appendix 4 provides a graphical presentation of the proposed timeline contained within Appendix 1.
C. Race and equality impact
Whilst there are no issues directly impacting on race and equality in this report, the aim of the consultation strategy within the planning process is to ensure that the local community are fully engaged. Additionally, the leads for the MPA/MPS high-level objectives for 2006/07 will be required to undertake an Equality Impact Assessment on their individual priorities supported by the Diversity Directorate.
D. Financial implications
There are no specific financial implications arising from this report, although the development of the high level planning products will determine in broad terms how the MPS proposes to utilise resources in 2006/2007.
