Summary

The Committee is asked to appoint the Chair, Deputy Chair and membership of the Senior Officers Conduct Sub-Committee (formerly known as the ACPO Conduct Sub-Committee) up till the annual meeting in June 2005

A. Recommendation

That the Committee appoint a Chair, Deputy Chair and the membership of the Senior Officers Sub-Committee.

B. Supporting information

1. Following the appointment of the Professional Standards and Complaints Committee at the Annual Meeting on 8 July 2004, the Committee is asked to appoint members to the Senior Officers Conduct Sub-Committee (formerly known as the ACPO Conduct Sub-Committee).

2. The Committee is also asked to appoint a Chair and Deputy Chair of the Sub-Committee.

3. In doing so, the Committee are reminded to note that at the Authority meeting on 27 May 2004 it was agreed that the membership of the Sub-Committee should consist of a fixed membership of five members from this Committee. It was also agreed that In the event that one or more member being unable to hear a particular case and the quorum of three members can not be met, the Clerk has delegated authority to convene a meeting of the sub-committee, initially from amongst the membership of the parent committee or failing that from the membership of the Authority as a whole

3. The terms of reference for the two sub committees are attached at Appendix 1 for information.

Appendix 1

Senior Officers Conduct Sub-Committee

as sub-committee of Professional Standards and Complaints Committee)

1. To investigate and deal with any allegations, report and complaints about the conduct of officers of ACPO rank in accordance with appropriate regulations.

2. To consider all matters relating to discipline against ACPO rank officers, within police regulations.

NB The sub-committee’s membership will a fixed membership of five members drawn from the parent Committee (PSC). In the event that one or more member is unable to hear a particular case and the quorum of three members can not be met, the Clerk has delegated authority to convene a meeting of the sub-committee, initially from amongst the membership of the parent committee or failing that from the membership of the Authority as a whole
