Summary

Attached at Appendix 1 to this report the Independent Police Complaints Commission (IPCC) has provided members with details of MPS referrals and appeals for the financial year from 1 April 2006 to 30 September 2006. It also give details of the timeliness of IPCC investigations and details of dispensations and discontinuances.

That the information provided at Appendix 1 to this report be noted.

B. Supporting information

1. Appendix 1 to this report, prepared by the IPCC, provides data and information for members on of MPS referrals and appeals for the financial year from 1 April 2006 to 30 September 2006. It also gives details of the timeliness of IPCC investigations and details of dispensations and discontinuances.

C. Race and equality impact

The IPCC has a statutory responsibility to ensure that suitable arrangements are in place for dealing with complaints or allegations of misconduct against any person serving with the police in England and Wales. The Commission aims to improve responsiveness to complainants, in doing so, it seeks to ensure that the way complaints are handled does not disadvantage any of the equality target groups.

The IPCC continues to consult with police organisations and community groups to bring about further improvements to the police complaints system.

Appendix 1

MPS referrals and appeals

The data contained within this report covers the current financial year from 1 April 2006 to 30 September 2006. Some of the information relating to timeliness, in particular the average number of days taken to complete an independent, managed and supervised investigation, has been taken from the inception of the IPCC, as it is based on those investigations that have been concluded.

The information provided in these tables reflects the best current information held by the IPCC. The tables provide specific detail of the number of referrals, appeals, dispensations and discontinuances received by the IPCC from the four MPS areas.

A final section on timeliness has been included. The investigation completion times can only be provided for the London and South East region of the IPCC rather than specifically for the MPS.

Referrals received from the MPS account for over half of the total number of referrals received by the region during this period. The majority of IPCC independent investigations relate to MPS referrals, the other two having come from the British Transport Police and Kent Police.

Appeals received against investigations, non recording decisions and the process of local resolution total slightly less than half of all appeals dealt with during this period. The number of appeals received in the L&SE region during September 2006 was 88, 44 of which came from the MPS area.
