Summary

This report gives an overview of MPS performance against the targets in the policing plan.

A. Recommendation

That Committee Members note the contents of this report.

B. Supporting information

1. The MPS performance report for May 2001 is circulated for Members information (see Appendix 1). The MPS Performance Review Committee (PRC) considered this report on 22 June 2001.

2. The report includes a scorecard summary of the Policing Plan indicators, along with commentary and charts on items of particular note. Wherever possible this report includes data up to and including May 2001.

3. Page 1 is the scorecard summary of all the key priorities and sustained activities for the MPS in 2001/2. The scorecard also takes account of resource and customer satisfaction issues. Targets which are being met are colour coded blue, those where performance is below target are red. Where no target has been set the boxes show grey, and where no data are available the box remains blank. Page 2 begins the performance headlines, and compares performance over the financial year to date (April and May) with year-end results for 2000/2001.

4. PRC discussion focussed on street crime performance. The meeting received an update on the development of a Strongbox Manual, and reviewed identified good practice in tackling street crime. This work will be further developed, and will be reported to PSPM later in the year.

5. DAC Godwin responded on the continued increase in reported street crime, and gave notice that initiatives involving schools and young people could be expected to further increase levels of crime reporting in this area.

6. Attention was given to the performance on young offender targets. Whilst acknowledging that real performance improvements had been delivered, PRC determined to ensure that data compliance continued to improve. Concerns about particular boroughs were noted. The meeting noted the work being led by AC Ghaffur to work with the CPS, the Crown Courts and Magistrates Courts to improve PYO handling throughout the criminal justice system. Further details are provided in the PSPM report on youth offending.

7. PRC noted the action being taken with BT to address the rapid rise in silent mobile calls coming to 999 lines. This is the subject of a separate report to PSPM.

8. PRC reviewed performance on Stop and Search and against the new Child Abuse targets. These will be the subjects of future reports to the Authority. The meeting considered crime trends in fraud, and referred the matter to the crime forum to review policy and practice in dealing with fraud.

9. PRC noted an update on sickness, with a particular focus on long-term absences. A further update will be provided in three months, following the planned re-launch of the attendance management policy.
