Summary
The MPS Project Sapphire Strategy Action Plan 2002-2003, responds to the recommendations of the MPA Scrutiny Report into 'Rape Investigation and Victim Care' and the 'Report on the Joint Inspection into the Investigation and Prosecution of Cases involving Allegations of Rape'. These have been conducted by Her Majesty's Inspectorate of Constabulary (HMIC) and Her Majesty's Crown Prosecution Service Inspectorate (HMCPSi).
A. Recommendation
Members are asked to approve the MPS’ Project Sapphire Strategy Action Plan 2002-2003, subject to financial provision for Recommendations 12 and 15.

Introduction
1. On 10 April 2002, the MPA published the findings of a scrutiny of MPS performance in respect of 'Rape Investigation and Victim Care'. The Scrutiny report contains thirty-eight recommendations. The release of this report coincided with the publication of a 'Report on the Joint Inspection into the Investigation and Prosecution of Cases involving Allegations of Rape' conducted by Her Majesty's Inspectorate of Constabulary (HMIC) with Her Majesty's Crown Prosecution Service Inspectorate (HMCPSi).
2. At its meeting on 11 April 2002 the Committee asked the MPS to submit to the next meeting a plan for implementing the recommendations of the Scrutiny Report.
3. The MPS is committed to implementing all thirty-eight recommendations of the Scrutiny Report and has drafted an implementation plan at Appendix 1. This plan also contains recommendations from the HMIC/HMCPSi report, although some of these are being addressed in national working parties.
4. The MPS Independent Advisory Group on Sexual Offences has asked that the plan remain a draft until the group has had an opportunity to comment on it.
C. Financial implications
The cost of implementing the majority of the recommendations will be met out of current and future staffing levels within Project Sapphire. There are two notable exceptions: the funding for two more Haven Sexual Assault Referral Centres (SARCs) (Recommendation 15) is subject to negotiations with the Department of Health and approval of a bid to be submitted to the Finance, Planning and Best Value Committee of the MPA. A further cost currently unaccounted for will be the expansion of training for current Sexual Offence Examiners (Recommendation 12).
The estimated costs of two new Havens is approximately £1.8m in the first year, including capital and slightly less (£1.6m) revenue each year thereafter.
