Summary

This report proposes a means of monitoring management vetting and service confidence cases by PSPM members.

A. Supporting information

General

1. Members will shortly be attending a briefing by staff from the Directorate of Professional Standards on the MPS complaints and discipline procedure and the anti-corruption strategy. This will assist them performing the monitoring role for management vetting and service confidence cases as it will provide a thorough understanding of what both systems entail and how they are operated.

2. Monitoring should be by dip sampling in both cases.

Service confidence proposals

3. Members should visit CIB(3) up to four times a year and be briefed by a Department of Professional Standards representative at a mutually convenient time.

  • Statistics
    This will include information on the overall number of cases initiated, number “live” and number of cases where service confidence withdrawn. However, this will not provide statistically significant data or information with sufficient depth for analysis, since the numbers are small and each individual will be dealt with on a case-by-case basis. The statistics produced will be made available to Members although there is considerable sensitivity around the publication of numbers.

Management vetting proposals

4. Members should visit QPP2 (Service Security Branch) up to four times a year and dip sample a number of cases at different stages in the process. Members may wish to be briefed by QPP2 representatives at a mutually convenient time.

  • Statistics
    It is expected that these will be more detailed and therefore capable of being subjected to more meaningful analysis. The statistics produced will be made available to Members.

B. Recommendations

  1. It is recommended that service confidence and management vetting cases should be monitored as set out at paragraphs 3 and 4.

C. Financial implications

There are no significant financial implications.

D. Review arrangements

The monitoring process will be the subject of continuous review.
