Summary

This report proposes the appointment of a co-opted member to the Corporate Governance Committee for 2006/07.

A. Recommendation

That

  1. the Corporate Governance Committee approves the nomination of Linda Duncan as a co-opted member of the Committee; and
  2. the Authority ratifies the recommendation of the Corporate Governance Committee to appoint Linda Duncan as a co-opted member of that Committee.

B. Supporting information

1. The Authority is responsible for making appointments of co-opted members for 2004/05, on recommendation from the relevant committee (Standing Order 1.8.1). The Chair has suggested that officers should identify a person qualified and experienced in audit who could assist the Committee in this area as a co-opted member.

2. Linda Duncan, Managing Director of Nexia Strategy (Europe), has been identified as a suitable candidate. Ms Duncan has over 22 years’ experience in the audit and risk management field and is a former Partner in KPMG’s Risk Management practice in London. Prior to that Ms Duncan spent 10 years in the public sector audit and advisory practice of PriceWaterhouseCoopers, providing external audit, internal audit and advisory services to a wide range of clients including local and central government and the health service. Ms Duncan is a member of the Chartered Institute of Public Finance and Accountancy’s Audit Panel, which is responsible for the Code of Practice for internal auditing in local government.

3. On 29 June, the Authority confirmed the appointment of Richard Stephenson, Director for Health and Safety from Transport for London, as a co-opted member on the Corporate Governance Committee. He provides the Committee with advice on health and safety issues.

C. Race and equality impact

The appointment of co-opted members generally enables committees to include representation from a range of groups including those under-represented amongst the membership of the Authority, or from those who represent these groups.
