Summary

This report seeks approval to dates for Authority meetings and Committee meetings for 2002/03.

A. Recommendations

  1. the proposed Authority and Committee dates given at Appendix 1 to the report be agreed;
  2. Members indicate their preferred date for the Professional Standards and Performance Monitoring Committee in November 2002; and for the Consultation, Diversity and Outreach Committee in April 2003.

B. Supporting information

1. Officers have held meetings with colleagues from the functional bodies; the Greater London Authority (GLA) and London, Fire, and Emergency Planning Authority (LFEPA) to discuss dates of each of the bodies formal meetings for 2002/03 in order to take account of each other's commitments.

2. As part of a consultation process the proposed dates have been shared with the MPS, as well as with the Chairs and Deputy Chairs of the Authority and Committees.

3. Arising from these discussions, it was agreed that it would be beneficial, where possible, for all MPA meetings to continue to be held on Thursdays (a.m. for full Authority, p.m. for Committee meetings) and the proposed dates at Appendix 1 reflect this. The Consultation, Diversity and Outreach (CDO) Committee will be considering a report at its meeting in March on future arrangements for this meeting which may include the start time of this meeting, so no specific start time has been given.

4. However, it has not been possible to programme all MPA meetings for Thursdays. Where meetings are scheduled for Tuesdays, a later start time has been proposed to take account of the Group commitments of GLA Members.

5. Two particular difficulties arise with the planned Professional Standards and Performance Monitoring Committee (PSPM) due to be held in November 2002 and the CDO meeting in April 2003. The proposed date for the PSPM meeting is 21 November 2002. However, this date is the final day of the APA Annual Conference and members may wish to hold the PSPM on Friday 22 November at 10.00 am to avoid any potential difficulties. It is not possible to hold this meeting any earlier in the month, as performance monitoring data would not be available. The planned CDO meeting in April 2003 falls on Thursday 17 April, which is Maundy Thursday; members may wish to hold this meeting on Tuesday 15 April.

6. If members, following their awayday on 12 April, agree to implement a different committee structure from the AGM in June, it will be necessary to look again at these dates. But whatever the outcome of such decisions slots will be needed in the diary for one purpose or another and it is necessary to set these now.

7. Once the MPA has moved to its new accommodation in June, the intention is that all Authority and committee meetings will be held there. However, to minimise disruption during the moving period, all meetings up to and including the Authority's annual meeting on 27 June will be held at Romney House.
