Summary

This report requests a decision on appointments to the Independent Members Appointment Panel, the link memberships for Kensington & Chelsea and Barnet, and as the MPA representative on Crime Stoppers for London.

A. Recommendation

That the Authority appoints:

  1. The membership of the Independent Members Appointment Panel
  2. A link member for Kensington & Chelsea; and Noel Lynch as a second link member for Barnet; and
  3. A representative to serve on Crime Stoppers for London

B. Supporting information

Independent Members Appointment Panel

1. Members will recall that the appointment of Independent Members to serve from July 2004 is a three-stage process:

  1. A Selection Panel interviews applicants to produce a long list of 24 candidates for the Home Secretary to consider. This panel consists of Reshard Auladin (the MPA’s representative), Sukhvinder Stubbs (the Home Secretary’s representative) and Rev Abraham Lawrence (who was appointed by the other two panel members). This panel will have completed their task by early February
  2. The Home Secretary then produces a short list of 12 candidates – the target for this stage is for the MPA to be informed of the short list by 26 March
  3. These candidates are then interviewed by an appointment panel to make the final appointments. This panel must consist of GLA or Magistrate members of the MPA. The legislation does not prescribe a membership size for this panel. The aim is to have reached final decisions by 26 April at the latest.

2. The Authority is asked to appoint the membership of this panel now so that arrangements and interview dates can be agreed. All members have been invited to express an interest – to date Toby Harris and Rachel Whittaker have done so.

Link member for Kensington & Chelsea

3. Jenny Jones has resigned from this position in view of the demands of her position as Deputy Mayor. All members have been invited to express an interest but none has done so yet.

4. The Authority is asked to appoint Noel Lynch as a second link member for Barnet, to join Peter Herbert. Both members are agreeable to this.

Crime Stoppers for London

5. In view of his impending resignation from the Authority, Nicholas Long has resigned as the MPA representative on Crime Stoppers for London. All members have been invited to express an interest – Richard Barnes has done so.

C. Equality and diversity implications

No specific implications apart from the importance, as far as possible, of having a representative panel for the Independent Member appointments.
