Summary

The Equal Opportunities and Diversity Board received the attached report at its meeting on 4 December 2003. The Board agreed to refer the report to the Authority for ratification of recommendation 1.

A. Recommendation

That the findings and recommendations in the attached report be approved.

B. Supporting information

1. The Equal Opportunities and Diversity Board received the report attached at appendix 1 on 4 December.

2. The Board agreed the recommendations contained in the report but felt that the Authority should be asked to ratify recommendation 1 in view of the importance of the issue. As part of its deliberations the Board received a presentation from Penny Tamkin, the principal researcher. The Board also thanked those involved in the evaluation process, in particular the Chair of the working group, Cindy Butts.

The cost implications are contained in the part D of the appendix 1.
