Summary
This report seeks approval for interim arrangements for the position of Monitoring Officer and asks members to agree that once appointed the Solicitor to the Authority be the Monitoring Officer.
A. Recommendation
That
- the Authority approves that the post of Solicitor to the Authority (on appointment) be the designated monitoring officer; and
- until the Solicitor to the Authority has been appointed, the Deputy Chief Executive be the designated monitoring officer on an interim basis.
B. Supporting information
1. Relevant local authorities (including police authorities) have a duty to designate one of their officers, to be known as the monitoring officer. This officer cannot be the head of paid services nor the finance officer.
2. Following the re-structuring of the Authority it is proposed that the Solicitor to the Authority be the designated officer.
3. At present the position of Solicitor to the Authority has yet to be filled and it is proposed that on an interim basis the Deputy Chief Executive be the designated officer.
